Let the (Budget) Games Begin!

Last week, the Obama administration submitted its eighth and final annual federal agency budget request to Congress. This official act begins the federal appropriations process for the 2017 fiscal year that starts October 1. But, Congress has already declared the Obama spending blueprint “dead on arrival.” In fact, the Republican-controlled House of Representatives has declined to schedule the usual budget overview testimony that would have been presented by Office of Management and Budget director Shaun Donovan.
