USDA Survey Data Point to Higher H-2A AEWRs for 2019

Employers participating in the H-2A non-immigrant visa program must pay their H-2A workers and U.S. “corresponding” workers at least the “adverse effect wage rate” or “AEWR.” The Department of Labor, through a grant to USDA, surveys non-H-2A employers’ payroll data for the current year, then the DOL uses that information to set the next year’s AEWR for a state or group of states, taking a combination of “field” and “livestock” hourly wage rates.
