New Immigration Bills – Just Messaging or Sign of Movement?

Two immigration bills have just been introduced in the Senate. The first, S.1040, was introduced by Senator Ron Johnson (R-WI). A House companion bill was introduced by Representative Ken Buck (R-CO). With strong backing of the libertarian Cato Institute, the bills would establish a new “state-based visa” pilot program that would complement existing but limited federal visa programs such as H-2A and H-2B. The intent is to give the states a say in allocating a limited number of visas to meet their goals and needs.
