Are you struggling with the worst labor challenges you've seen in a long time?  Many horticulture businesses are.  Adding to our woes, the H-2B program’s semiannual cap has been hit, and the landscape industry may be short thousands of seasonal workers.  And, a recent White House executive order has redefined much of the horticultural workforce as potential "priority for removal and deportation.”  And, the busy Spring season is just around the corner.

What steps can a prudent employer take, to plan for the worst while hoping for the best?
