On H-2B, One Step Forward but a Distance to Go

For those monitoring the H-2B program, recent passage of a federal spending bill is a case of “one important step forward, but still more to go.”  The bipartisan agreement on a bill to fund the federal government through September 30, 2017 may enable limited H-2B program cap relief but only if the Trump Administration acts to do so.
